10<\/span><\/span>th\u00a0February\u00a02017.\u00a0<\/span><\/span><\/p>\n

Tens\u00a0of thousands of\u00a0Internally Displaced\u00a0Families\u00a0(IDFs)\u00a0are\u00a0caught in the crossfire between ISIS and the Shi\u2019a Militias.\u00a0<\/b>The IDFs\u00a0want to return back to their\u00a0homes after the defeat of ISIS.\u00a0 They say that they have been prevented from\u00a0doing so,\u00a0and\u00a0have been held and\u00a0subjected to questioning for\u00a0long periods that\u00a0could\u00a0range from\u00a0a<\/span>\u00a0<\/span>few days\u00a0to months. These families\u00a0include\u00a0elderly; women and\u00a0children They\u00a0suffer greatly \u00a0due to\u00a0waiting for so long with out proper shelters\u00a0and much needed facilities.\u00a0<\/span><\/span><\/h3>\n

<\/p>\n

Despite the fact that deals have been\u00a0reached\u00a0with the local authorities of the cities where the IDFs are held,<\/span>\u00a0<\/span>these not been\u00a0implemented.\u00a0The IDFs who are classified as\u00a0Sunni\u00a0accuse the Shi\u2019a Militia of not allowing them access to their cities such as\u00a0Salahaddin, Anbar and Kirkuk.<\/span><\/span><\/h3>\n

Security procedures<\/span><\/a>\u00a0at the checkpoints\u00a0do not allow the IDFs to enter their cities\u00a0unless they have a \u201c<\/span>sponsor<\/span><\/a>\u201d who is well known by the local authorities and will act as a guarantor\u00a0( Kafil)\u00a0for the displaced\u00a0IDFs.\u00a0A member of these families said that\u00a0\u201cHashd forces are not allowing us to return nor are they leaving our areas,\u201d<\/i><\/span>\u00a0\u00a0<\/span><\/span><\/h3>\n

While\u00a0Al-Hashd Al-Shabi, the Shi\u2019a Militias\u00a0justify\u00a0this intensive screening as a method of ensuring the IDFs are not members of ISIS disguised.\u00a0<\/span><\/h3>\n

For this reason,\u00a0IFIR believes that the lives of the three millions and half IDFs\u00a0who are under continuous threat should be placed in protected\u00a0shelters. Those\u00a0willing to go back home should be able to do so to recommence their life away from fighting groups. This should be a priority for both the\u00a0government of Iraq\u00a0and all international organisations.\u00a0<\/span><\/h3>\n

We extend our call to all human rights organisations in particular those who support refugees to\u00a0exert pressure to ensure an\u00a0access is secured for all those willing to go back to their cities.\u00a0<\/span><\/h3>\n
